It's not that they're too small, it's that they're too short. Most dress shirts, at least what I assume they're referring to in that quote, have a pretty long hem/tail, allowing them to be tucked in effectively.

And no, it's not true for tees and casual shirts. They should be shorter than the average dress shirt for a better silhouette, unless you're going for full tricky ricky.

For me, my casual shirts and tees appear to have the same length but it just feels more constricted with the shirt on with what I'm guessing is a smaller fit

dress shirts have a long hem-line, to stay into your dress trousers when... lifting your arms. Casual shirts have a shorter hemline, sometimes as short as a t-shirt.

Most of the time your shirt gets pulled out of your pants because the arm-holes are too low, not because it is too short.
