Kind of right, kind of wrong.
Billowing clothing do let air take away body heat -- and it's great in tropical areas -- but nomads wear thick clothing to protect their colder body heat from the hotter desert -- Florida isn't a desert.

I've worn jackets in Florida because it's easier than applying sunscreen, I don't run in a jacket, and a lot of people get cold at room temperature so I can let them borrow my jacket (plus extra pockets).
