Well because you're that young your face can still widen a bit and the fat will decrease by itself when you get older, but you can try to speed up the process by working out etc. that may increase your testosterone levels. (You look quite thin so heavy dieting wouldn't be a good idea)

I go through that stage every time I grow it out. The problem is I wash my hair at least 2 times a day, and I don't like using product (apart from leave in conditioner) and my hair is never greasy enough to both retain whatever shape I comb it in initially, and I also can't keep it down in the back as much as I'd like, so it looks puffy there.

It's quite nice for the first hour or so after showering, but I can't go out for a few hours and not look like a doofus.
