A DRESS shirt with shorts is a lot. That doesn't look like a dress shirt. Casual button downs with shorts are fine.

Also, this dudes shorts are too long and his shirt is oddly tucked in the front. The sleeves are strangely pushed up too. He should also button the shirt some more.
