I suspect Trump'snot nearly as balding as people pretend he is, but that his hair is thin enough where the 'do is more or less dependent on hairspray and combing. It'd make sense given his age and the style. He's certainly wealthy enough to get implants or whatever, so I don't think he's hiding a bald spot, but I do suspect that he's not a fan of the (entirely natural) lack of volume.

There's a really good episode of Penn and Teller's Bullshit! on hair where you see a performer in LV show how he basically hides his baldness with a shit ton of hair spray:
