They cheat, they abuse hashtags and delete them. Buy followers or the same way shit like "Nae Nae" blows up, by being a meme. They take photos with a DSLR. Somewhat attractive. Popular with the tumblr crowd. Any of these can be a reason.

I just can't bring myself to use tags like #likeforlike etc. I would like to try it once just to test it because it really interests me how instagram works as a whole, but it seems so pathetic. maybe i can do it in an ironic way.

It feels kind of creepy to just post some random people here, but he for example doesn't use any tags, he just post good pictures (imo)...so I guess you just need to be attractive

you just need to follow people who you share common themes/interests/aesthetics with. if you have a nice account, they will follow you back. its a bit difficult when you are starting out.
