To my knowledge it's the best place to get materials for one-off "coords." They don't wear that shit as respectable fits though. Also taobao isn't even bad if you know the labels to search for (not just, "black shirt", "trouser", etc.) I live in China and there are plenty of legit boutiques that host their wears online via taobao (although this is being phased out a bit as there's a glut of IT/web design majors with nothing to do with their unemployable skillset in tier-1/2 cities.)

Depends on the pieces. Most brand dresses alone usually cost hundreds of dollars. Using even the cheapest of shitty entry level Chinese dresses, you might get away with maybe a bit over $100 after coording it with shoes/tights/hair pieces/accessories/wigs/etc.
