Should short men dress differently than average height? Like, really short.

I am inclined to think not, since being short already gets you eyeballed enough. Yes, I'm stupidly short for a man, 5'2" in case you're curious.

Everyone "should" tailor their clothing to their body type to the extent that they can and still retain their personal style. However, 5'2" is probably beyond helping so you may as well do whatever makes you comfy/happy.
At the very least your clothes should fit well, might require a tailor so you're not standing in a puddle of your own jeans

Bespoke suits if you can, nothing slim fit because it will make you more diminutive.
High rise pants, jackets with some shoulder padding.
Wear dress shoes, if going bespoke you can commission a slightly higher heel. If not, Tom Ford makes 70's style shoes with slightly higher heels.
Recommend pinstripes for a lengthening effect.
Three piece suits provide a better, uninterrupted line too.
Don't spike your hair up.

I'm pretty short too, 5'6" and I feel as if tighter fitting clothing fits me way better than baggy shit. It slims me down, especially because I have a decent body too.

Now as for style I usually go for a more minimalist menswear style. Thom Browne, some Raf, Slp ( just footwear and outerwear , it's pretty much made for tall skeletons otherwhise ), brooks brothers, etc.

Don't wear meme shit, don't wear rick, don't wear heroin chic crap. Work out and develop your own personal style that works for you, your face, and your body. Try new things and see what works, fast fashion stores help a bit for this. Oh and just realise you'll really never look "hot" with your clothing alone like you would if you were tall. You need to relly on your personality, your attitude which should be CONGRUENT with your style, I can't stress this enough. If you're not confortable with what you wear, you're always going to look like shit.

Just a random tip, but a nice scarf is a good investment, it'll make you look bigger.

There are threads here from time to time that actually talk about dressing for shorter people without it derailing. There have been posts/advice/inspo also. So, just keep an eye out for it.

The best advice you can get is to find a good tailor and use them for all your clothes. A better fit will always make you look better regardless of your height.
It'd be best to get nicer pieces and then tailor them as opposed to tailoring a lot of cheap items. However, don't go spending money on nice items, work your way into them. Find out what works for you, what you like, try things on in store (especially if your short) because there are things that can be difficult to tailor or even impossible.

Now, you'll never be model-tier, but you can still dress nicely. Just be confident and go after the short cuties, or don't give a fuck and cop a tall girl.

Avoid horizontal lines, plaid and generally busy patterns. Gingham and seersucker are your friends.
TAILOR EVERYTHING, minor alterations like having a sleeve shortened are pretty easy to do and will come pretty cheap.
You can cuff your jeans, but make sure you don't look like you are standing on two fucking huge rectangles, get them hemmed
Some boots or shoes with thick soles (think docs), can add you a couple of much needed inches.
Generally, you shouldn't wear outerwear that goes past the middle of your thighs

All in all the basics are the same as for everyone else, really. Wear good fitting shit that compliments your body.

i prefer the "slim skinny" fit route, even tho some ppl say it makes you look even LESS subatntial, i find it makes for more pleasing proportions

same with casual jackets/suit jackets
pants gotta be skinny so they don't look like baggy fat stumpy legs
