I don't know the exact date of it but the looks is late 80s to early 90s. Decades and looks do not change as soon as the decade does, they flow into the next one and generally get defined by the middle of the decade that then again flows into the next one.

You can't really tell 1981 or even 1983 from a the late 70s. That time was still very 70s looking. What most people think of as the 80s started in the mid 80s and the whole neon and bright colors came after the mid 80s so like 86 and 87 that then flowed into the beginning of the 90s. Then what most people think of the "90s look" such as clothing came again mid to late 90s.

You can see this in action too. You can have the proof right now.

Has 2019 changed massively by 2020 or is it essentially the same? It's the same of course. Maybe by 2025 trends and such will start to change and you'll see differences. It's doubtful though as things have slowed down as opposed to the 80s like technology and gaming and their rapid shifts.
