Techwear done well is a very expensive hobby. Tech on a budget tends to look silly instead of cool.
The Blade Runner look is easier to achieve because there are strong film noir references. The problem with this is that the outfits are mostly fedora-core, think long trench coats and three piece suits and stuff. The only reason it works in the film is because of the dark gritty aesthetic and the juxtaposition of '50's dress with the futuristic setting.
