I think its quite do-able depending on which style of heroin chic your going for
as far as basics go:
>One pair of skinny black jeans
>couple of muted wool sweaters (all thrifted)
>couple of muted cotton sweatshirts (thrifted)
>flannelette shirt (fairly cheap or thrifted)
>beginner shoes (doc 1460 or 1461)

As you get more into the aesthetic you buy better shoes and start upgrading/replacing the rest.

Most of the aesthetic is to do with the oversized fit of the jumpers and colour scheme. nice brands are good but not at all necessary

Actually pretty good advice. However, I've found that the cotton and/or acrylic fibre used in cheap, knitted jumpers irritates my skin a lot less than similar jumpers I'd find in op-shops or from higher-end retail stores e.g. Roger David, etc.
