the OB stands for original bezel. They discontinued it one time for the scalloped version you posted. everyone got really pissed off, so they reinstated it as the 8926OB and gave it a much better Seiko movement instead of the miyota. The black paint will flake off. I can't give you a definitive timeframe on how long it will take, but it will happen. DLC coating is the only coating I'd trust to last the lifetime of the watch.
As the other guy just said, it'll get you hate from watch guys. If you like the style it's called bauhaus. There are other options out there. Maybe not black though.
