When it comes to things like suits YES it is a necessity. That doesn't mean exactly - because the only way to have that happen is to buy the belt and shoe from the same maker from the same leather. But just make sure it isn't NOTICEABLY a different color.

When it comes to other shoe colors that aren't common, you can experiment a bit more. Like blue, grey, white, green etc. Get my point.
