Scientifically speaking, gender and sex are different.

Sex is your biology. Your genitalia.

Gender is mental, and also biological to an extent.

Legitimate cases of gender dysphoria are not just teens crying for attention. They are, quite literally, a person in the wrong body. In true cases, a person born of the male sex had a brain of predominately female composition, discovered upon autopsy.

However, that is not to say that some of these people are just angsty teens wanting attention and trying to fit in. Kind of like atheists.
