I started out with books from my local library. Archives and collections of patterns, mostly 17-18th century dresses.
If you were interested in dress making, I could recommend a few different books, though I'd have to fetch the names on a later date.

I accumulated most of my skills working with other people-- you can join sewing clubs or attend classes at uni or even local community establishments.

I don't have specific books off the top of my head-- I'd have to go back to the library and pull them off the shelf. But generally just finding the section in the library will allow you plenty of hands-on books that can help you jump right in.
A majority of the time, with basic skills practiced, I can just search up a pattern or design I want to do and make it myself.
