my hair is exactly this texture/length. I have absolutely no fucking idea what to do with it.

I can't comb the top back, it's just too springy/fuzzy. It just sort of brushes up into a big poofy quiff.
I also really wanted to be able to have it lay flat and keep a fringe/caesar type front with short sides but it doesn't lay flat like the hair in your pic.

The only shit that even slightly tames it is some leave in conditioner shit I have which says 'Keratin' on the bottle. This seems to keep it down and tidy for maybe 1.5-2 hours before it goes to fuck again.
