it's the edge of a sheet of denim fabric before cut and made into jeans. selvedge jeans implied the jeans were high quality because they were made on an old shuttle loom. so then you get guys who cuff to show the selvedge.
however, through a combination of fast fashion copying things & more modern production techniques, selvedge no longer possess any meaning or benefit

Step 1) pull the trousers up over your knee so the bottom is lined up just above your ankle. The material should be straight with no stacking

Step 2) Pinch the end of the seam and fold it over so the material is nicely tight round your ankle. Now keep your hand pinched over the whole fold and make sure its all lined up with the bottom of the trouser leg

Step 3) With your other hand starting at either side of the seam-fold and fold the material up, working your way around the leg until you reach the other side of the seam-fold then fold that up as well. Repeat this a minimum of three times otherwise it'll unravel.

Step 4) Push the trouser material you pulled up your knee earlier back down.

Step 5) Pinching the seam-fold and the other side of the leg gently push down the ankle to where you want it

Step 6) Repeat with other leg

This will take a couple of go's before you get the hang of it. Don't be afraid to play around with it a bit to suit your look

Since I alter nearly all of my trousers, I usually opt to have the hem end at my ankle, usually by no more than an inch. A full breakand/or thick cuffs? You're teetering on the edge of full on antiquarian. A flash of ankle is surely a sign of effay.
