Shorts can definitely be alright with tights, it's just that the shorts and tights you took in your combo are definitely of the "skanky" sort, you know? Get darker tights and shorts that go further down the leg, probably about half the thigh down? Also, to build further on this: the boots you have currently would probably be too 'bulky'/'agressive' for the fit, so some slimmer boots would be better, maybe something lighter in color as well.
Top is fine though, but I wouldn't suggest wearing it with ^ fit. Maybe wear it tucked in to high-waist black skinny jeans, I think that would look really good.

thrift shops usually have pretty good basics in sizes that actually fit, unlike what it seemed like you were wearing. pants you might have to spend a little more on; it's hard to find well-fitting pants from a thrift store. shirts and sweaters tho are easy as fuck just cop some nice quality plain colored shirts and button ups and sweaters.
