op here, I get my bad hair from my Dominican father. Unfortunately I was deprived of my mother's glorious Puerto Rican hair genes. However, since Dominicans all have bad hair and want good hair, they're excellent at coming up with products to make shit hair less shit. I'd look into some dominican hair products, or this one product I used to use that my grandmother brought from DR, it's this bamboo (there's another one in onion I think) conditioning product that comes in a round container. Use it like 3 times a week and it makes your hair a lot softer.

Thanks to that my hair is a LOT less coarse and dry, but still pretty shit.
