I can understand where you're coming from, but what are you looking for in your pants? Sure, you could go out and buy some cheap, $40 or Levis denim, but will they fit you as well, be as good quality and well constructed and be as durable as $200 denim? Or $400 denim?
I'm not saying you should buy the more expensive thing just because, but you should think about and really consider what you want out of these garments and whether those factors I mentioned above make it worth saving up for a bit and buying a better piece - is the increase for the price worth it to you?
I mean, unless you've got almost no way of saving up at all (or other, more pressing things to buy) I would recommend getting a good deal by buying a higher-quality piece cheap instead of buying cheap-quality that'll just leave you disappointed and dissatisfied.

That said, $400 is about the top end of what I'd be expecting to pay, good used Julius starts at around $200 on eBay sufu and rakuten (there's a few nice pieces on rakuten now actually) so if you look you can get it for about that much, or even a bit less if you want to really hunt.
Maharashi are about ~$250 (though be aware the cargo pockets are different from those in your pic)
PRPS are $325

For the cheaper options, you could buy some Levis Communter slim cargos (if you can find them) and get them tapered, or go with something like Asos (though of course, it's Asos, so construction/build quality won't be the same)

And just be aware that if you do choose to go with Julius, they have several distinct different designs of cargos depending on the season - some of the pockets are a lot higher than in your pic so just watch out for that
They're also almost always a fair bit long and stack up really nicely
(if you can I'd suggest going for something from AW08, Insanity in Industrial Inc. #2, as I think they're the closest to the design in your pic)
