Yeah, if they ship using a parcel service like UPS, FedEx, etc. they can re-route the package. If they're using regular post, then usually they can't.

My mate used to do that on an online bookstore. He'd get two copies of everything by claiming the initial copy wasn't received and then he'd flip the extras to me for cheap. Was a pretty good method for a while.
