I like black Iron Rangers. Other than that, I wouldn't pay 300+ for a pair of black boots, because they are inferior to brown/tan/etc boots. They're just boring.

If you are live in UK, good boots to find are Ammo boots, Boots DMS, and George boots.
1. Ammo Boots
These are standard combat/dress boots British Army use for very long time until 1960's, they are leather sole, heel iron and toe tap, sometimes hobnail. They very heavy and well built, is pebbled leather you are supposed to polish to mirror shine, is relatively cheap on ebay.co.uk and surplus store.
2. Boots DMS
Same as above but with rubber sole, better for street wear.
3. George Boots
Black dress Chukka style boots with leather sole sometimes with heel iron, very nice and surplus is affordable compared to buying new!!

In USA:
You can find many milsurp boots for affordable, as well as civilian knockoff that has been used. If you are okay with higher cut boot there are good:
1. Jungle Boot, black
These boot use in Vietnam by US Imperialist to kill Viet Cong, has canvas side and vent to get out water from inside shoe, rubber sole and is very cheap, relatively sleek shape and very nice.
2. Boots, Combat
Not very common these days, are basically Jump Boots of WWII or Russet Boots of US Imperialist Aggression in the Korean Peninsula but black, you can wear as is or cut it down. If you go to flea market it very easy to find used civilian postwar black jump boot to modify into ankle boot as well.

Here are other option but harder to find
- Norwegian Army officer ankle boots
- Bulgarian/Czech army officer ankle boots
- East German officer Chelsea boots
- Postwar Bundeswehr ankle boots
