There is absolutely no way a buyer account will have money frozen, ever.

Merchants can have their shit taken if they participate in MLM's, illegal gambling or pyramid scams.

You'll also get restricted if a bunch of people call you out on scams, or you get a ton of money from people who reside in some shithole country like Pakistan or Zimbabwe and probably got it from drug sales.

Normal people don't get restricted on PP. If you dig below the surface on these restriction stories, you always find out the merchant was never squeaky clean to begin with.

Why would PP reduce it's own profits by not allowing you to make transactions? They wouldn't.
They're merely limiting their liability by shutting down people who potentially engage in fraud and payments with extremely suspicious funding sources.

I have seen many people get scammed by buying bitcoins over paypal; it's perfectly legal to do so but they put in some clause in their terms saying electronic goods aren't 'real' or something, so people can just chargeback and scam the seller. And people have had their accounts frozen just for selling HARDWARE designed to mine bitcoins, there's no reasoning for that.
They play dirty because they can see that there is a competitive money transfer system better than theirs in every way and try to stifle its growth.
They've even cut off people from receiving donations because they dislike the cause, like wikileaks.
Just another corporation which became too powerful and greedy and operates by its own rules and robs people with fees.
