Usually they're matched to the pants to get the line from pants to shoes less noticeable. The other way around attracts more attention to your shoes, so if you like your shoes you can do that.

I usually wear black shoes with black socks and couple them with blue jeans, but other times black jeans.
Black on black on black is my favorite cause it just works so well.
Here's an example of matching socks to shoes, not pants.

No, it just really varies depending on the lighting I'm in, there it looks bright blonde at the tips, but in the thicker bit like brownish. This is me atm, in my room where the lighting isn't natural.
