I don't even think you need anything special for the skirt itself, its more about how you tie/drape the thing. I think having proper leggings and the right kicks can make a lot of difference, tho.
I was advised to pair draped skirting with a structured top, as well. The results have been interesting.

There's this fold you can do where you pull up one corner of the skirt and fasten it diagonally over at hip level, it creates a similar silhouette to harem pants and shows a small split for your legs.
