Top? Bottom? I got something in my size but it was tight as shit. I'm 32, so I got 32R, but apparently that also means 28R?

the former is the actual measurements, the latter is the tagged size

the size chart is referring to garments in general, though the items you're looking at are probably bottoms.
#R for tops is your chest measurement, regular length or whatever. #R for bottoms is your waist measurement.
