Chelsea boots are relatively effeminate and work wear with skinny black jeans and a slim cut white shirt with a blazer or a leather jacket - all very slim - a la Hedi-era Dior Homme.
Stacy Adams are quite terrible in terms of build quality, I do not recommend them whatsoever.

Well, I wouldn't really get a pair of Lacoste just because I think they don't look that good.

I can't really speak of their quality, but you gotta keep the price in mind when you buy a pair of shoes. You get what you pay for, the best I could suggest would be a pair of converse. I wore mine for 4 years in pretty much every weather, now they are bit beat up after those years but I can still wear them and I only paid like $80 for them.

I also found pic related on the Asos sale for $80 as well, just look around for a while and you will find something.
