I don't know what you want that for when it comes to running. By concealing yourself, you become conspicuous. You'd be that guy who always runs on the trail dressed like a ninja. You're friends will comment every so often, "Hey anon, I saw you in that weird get up you wear while running."

Just run at night/in a forested path. Spend the money on some shoes, if you're serious about running you're gonna need a new pair more often.

Get a stationary bike in your flat.
