It's more that your pants make your legs look like tree trunks (possibly the angle) and makes the drapey top part of the silhouette look awkward in comparison. I hate to say it but it may work better with a pseudo skirt or drop crotch harem pants or something that makes the bottom fit more with the top. It could be just the shape of your legs. I have the opposite problem and my calves are way too skinny for my hips and thighs so I have to get all my shit tapered at a tailor.
