fuck them both, they're just excuse to tailor which looks best. a light fold (not a stack) of extra fabric is nice.
slight stacking is also ok
cuffs are really strictly for activity, like boat shoes are for boats. if you're cuffing, it's because you're hiking or running or biking or even going to the park for a picnic. if you're going down town, walking through a mall, watching a movie, eating out, slight stack to fold area is ideal depending on your age. no one out of college should be stacking unless they're some fucking art student
But if I had to choose,

I can never ever find any good stack jeans in uk stores. Topman and burton and other poorfag stores sell almost exclusively cuffs

I only cuff if myshoes are too high topped and bulky to look normal fully extended.
It probably looks shit but it serves a purpose

Wearing low profile Shoes I go Thom Browne.
Wearing mid Shoes I Have them barely folding, basically they perfectly end where the shoes begin.
Wearing high top shoes like boots I cuff the so they stack on the Boot.
But thats not absolut, really depends on what I think looks good
