2. Heat up bucket of latex
3. Dip as much as high as you want, one or two layers (with a shoehorn in place)
4. Hang to dry
5. Replace the eyelets, as needed
6. Put nice waxed laces in

Wouldn't be authentic, of course, but might work. Maybe you need to "prime" the area you want to dip so the latex doesn't run off?
