maybe. you can ask them to undervalue or send as gift so if you pay, you will pay less. illegal too. i've bought $300 stuff and didn't get hit, but at the same time bought a $70 tee and paid extra $15.

In my experience it's about 50/50 to whether you'll get charged.

Even when I've bought from the same retailer, some packages get charged, some don't.
