I remember seeing a bunch. If you were alive and in a major city at the time, you probably came across a few.
I was young and just teaching myself to draw, and I sat for hours, trying to draw bart over and over again. I would count the spikes on his head, compare the relative placement of eyes and ears, but I just couldn't get the 'feel' of Groening's character no matter how I tried.
At the time, the Simpsons IP was really blowing up, and on certain street corners, There was usually a guy hawking bootleg bart shirts. For a time, I saw them every day, walking down Flatbush Avenue in the summertime. They could most often be spotted around Court St in Brooklyn and in China Town & Harlem in Manhattan.
My inability to render the character had acquainted me with the minute anatomy of failure. I could pick out the distended heads and ungodly neon hues from across the street. I remember looking at a whole spread of bootleg bart shirts, early one summer evening. They were being hawked under an umbrella by a Nigerian wearing sunglasses and swim trunks.
There were so many fakes - so many subtle failures that just missed the essence of Groening's characters by a minute, or spoiled everything with dayglo colors that'd probably gone out of demand in the mid eighties and been bought by the printer at a steep discount.
There were several incarnations of 'Black Bart", but the legendary Mandela Bart was not at this stall (I saw it with my own eyes not long after, praise the fates).
The Black Barts on display were mostly trying to evoke the sort of ghetto-proud Naughty-By-Nature vibe that was trending at the time. They were sad shirts, because most of the time they missed the mark terribly, they looked like the tiny failures in my desk back home.
I sagged as I stood, resenting the humidity and the fading sun. It was next to a grate so I could look down many meters and feel the heat rumbling upwards when a train passed beneath. It was too hot, and I was short of breath.

You're wrong - it is.

Not that it matters much, the point is that I'm trying to capture the original cultural context of the shirts and hopefully illuminating the very specific breed of irony that would be present in wearing such a garment today.
There are acres of subtext in the shirt - its modern meaning draws irony from racial politics, Mandela's arguable failure in South Africa, the fuzzy borders between real people and fictional characters in the media, I could go on - it's a veritable soup of meaning.
