The top way too small, makes you look fat if anything. get something that's plain with a more relaxed silhouette. nevertheless, my fashion sense does really suck and my wardrobe is about 10 years old (I still wear some of the same stuff I did when I was 14)

I have never really paid attention to fashion, and want to improve on that area in my life.

Ok. If I was in your position, I'd get the following:

511 Levi's ($60-100) or Naked & Famous Weird Guy ($125-150) jeans in dark indigo color
A pair of casual button downs and t-shirts/henleys from Uniqlo (grey, off-white, blues, black for t-shirts)
Simple low v-neck or crewcut sweaters (Uniqlo, Brooks Brothers, bunch of other places listed in the sticky)
Whatever Wolverines look good to you (Red Wings are similar, Wings + Horns or Viberg if you feel like spending more)

That would fill out your $600 budget unless you look on ebay. Shirt seams line up with your shoulders and casual, untucked shirts don't extend past your crotch. Continue buying pants in fits that are close to what you have above with the cargos. Make sure you know your actual shoe size and search whether a specific model runs large or small. Shoes are expensive but will last a long time, so don't hesitate to spend a few hundred. Match belt to shoe color but don't be anal about it. Browse thrift stores for fitting clothes from decent brands, but never settle for anything that doesn't obviously suit you.

Experiment and be open to new things, but don't go wild at first, and be prepared to throw out an entire wardrobe in a years time as you become more aware of your desired look.

I don't know what else I can tell you; I've outlined a bare minimum to be aware of for casual outfits. Others will disagree with me, but most people outside of /fa/ won't argue that a simple pair of fitting pants, shirt and quality shoes will look good. It takes time. Just immerse yourself in /fa/ or another fashion forum. You'll pick shit up like any other hobby.

You are not fat. Do get in better shape, but you're not awful.
To begin with, do not buy bright colours. Do not buy anything with patterns on them, especially not shorts/pants. If you can avoid wearing shorts, do that.
Buy 5 well fitting t-shirts, it doesn't matter what you pay or where you get them to begin with, as long as they look nice. White, Black, Navy, Grey, and another dark colour you like, maybe maroon or something.
Buy dark, unfaded jeans with a similar fit to your pictured pants. Wear these every day for a while, while you decide what other pants you want. Chinos are okay.
Buy brown leather shoes. Clarks Desert Boot are a cheap option and look okay. The Wolverine 1000 Mile is an excellent choice, but look at the Chippewa Apache for a cheaper alternative.
Buy a sneaker/canvas shoe. White Vans are an okay choice. You can experiment here but stick to Grey, White, Black. No colours.

OP this is very simple. you're going to need to get a good foundation of basics. what are basics? they're very simple:

casual shirts (which in pleb-speak means "long sleeve button-downs")

trim dark blue jeans. these should fit in both length and through the leg. no bagginess, but no excessive tightness either.

a pair of chinos. these are also known as "khakis" although that is a misnomer. khaki is the beige/sand color. chinos come in many colors. i would recommend navy to start. same rules with the jeans apply here

non-embarassing shoes.(notice is said SHOES not sneakers). this means leather bluchers or bucks or yes, boat shoes--btw do not listen to people who say they are "overdone," boat shoes are a classic staple and you should have long-term permanent fashion in mind, not short-term trends (beware the fact that a good many of turdlings on /fa/ don't understand this difference). he boots you have are probably workable, but i would get a pair of shoes in addition.

so now, color. for now, stay away from crazy colors or patterns. consider solids: light blue, navy, grey, black, white. these colors are great because they're perfectly masculine but understated. also, they go well with one another in nearly any combination.

so where do you go? uniqlo is excellent for building a solid foundation of basics. their prices are cheap and although they aren't the best quality they aren't the worst and over time you can replace pieces with higher quality ones. you can order from their website. keep in mind that their sizes run a bit small, so i would size up.
