Can't help you out with "cheap good," op. Pick one or the other. I'll assume you want cheap so just walk down the magnificent mile (just use google if you don't know what this is) with a hundred bucks and walk out of H&M and Topman with a new wardrobe.

There's an AA and a UO on rush st or somewhere around that area but I can't be arsed to google them for you; those places are relatively cheap. Were you hoping some chicago natives on this board would drop out of the woodwork and share with you some sort of unknown store where the clothes are magically high quality and inexpensive at the same time? Not possible. It's the same situation no matter where you go.

Chicago has a few nice places to shop that are more unique but they aren't cheap. Like, you need a grand or two for the afternoon.

Go to Wicker Park off of the Damon Blue Line stop. A lot of really cool resale shops, vintage stores and some quality retail stores with very helpful employees. I got these bad boys from G-Star around there for $200.
