If you're on a budget, I'd honestly recommend getting basics (t shirts, sweaters, button downs, maybe a coat similar to the one cara's wearing in your earlier pic) from thrift shops. I've bought some really nice quality items from my local salvation army, once even found an alexa chung for madewell top. Cheap Monday jeans are comparably quite inexpensive and are reasonably good quality considering the price. I also always keep some mens undershirts in black, white and grey in my wardrobe; these are also really cheap. Beanies can usually be bought cheaply from dollar stores or campus shops or, if you're really at a loss, yesstyle.

Honestly most of the stuff that's in the photo you posted >>6136303 is not very difficult to find. She's go a brand name on her beanie, but plenty of comparable stuff can be bought for next to nil.
