the bulk of that skirt/skort is definitely draped, so when they were figuring out how to place the side seam/where it would end, they pinned the back piece to the front and chalked the point where it looked best to end the seam.

in the place they chalked it (the very lowest part of the side seam) they put a punch hole on the front panel, and the back panel at the exact end point of the seam, and a notch at the start of the seam in the waist.

so the sewers just had to sew the side seam normally, however instead of going the whole length, they stop at the punch hole and backstitch a bit.

i hope this helps, its hard to describe without drawing it or explaining it with the fabric.

i have this killer instructor who worked on fittings for 40 years and she is always saying that "just because it fits on a mannquin it doesnt mean shit" the form is just a guide to get the general idea of the garment figured out imo, and the fitting process is a separate entity. so yeah most of the shoulders on forms are pretty useless unless you just need the length.

I feel like the different pieces of your outfit are associated with different things - sorry if that doesn't make any sense.
I feel like the whole rolled-up pants deal are associated more with formal and classy, but then you've got your black leather jacket, and that kind of says, "Badass," in my opinion.
