Cartels would lose their entire revenue stream. Legalization would create a massive, legitimate market for a fuckton of firms to pile into. Cartels would not be able to compete with these new firms' lower overheads, and they would be hindered by the government.

Use does not increase with legalization, there is plenty of data from other countries to support this. Even if the cartels survived they would not need to kill people. People have the right to put whatever they want in their own bodies.
