those two yellows don't go together at all, the watch is fluo yellow and the shirt is old greenish yellow.
Two different tones of the same color only go well together if they are both cold or both warm variants. ie, a forest green wont go well with a brownish military green, but it will go well with lime green.

Fluorescent yellow goes well with either black or really dark navy.

I don't wear muted versions of non neutral colors but if I did, I would not wear them with a bright version of the same color. For yellow, I would typically pair it with pink, blue, and green. If you like muted shirts you could consider something like picrel. I'm not telling you what is right or wrong, its just my personal judgement. Also when I wear two shades of the same color they either have to be very close or very distinct. When they are slightly off it just looks terrible.

I mean in general. Most advice on color theory should be pretty universally applicable. The only thing that makes accessories different from pants or shirts is that they take up less space so they have a different effect on the color balance. I'd say all of those colors should go together in pretty much any combination as long as they are in similar shades. For neutrals, I would prefer to pair them with cream or a nice medium brown that falls a little on the light side

Get a colour wheel. Colours opposite each other are complimentary, colours next to each other are also complimentary. With time it will become innate. Also start viewing art irl, go to museums and see how artists use their colours. Tone is more important than overt colour.

if you read my post carefully you will notice that I did not tell what to spend money on. a jacket that is more breathable but marginally less waterproof is not a lesser jacket. you can wear either jacket based on whether or not you think the rain will be horrendous enough to warrant the ugly clammy jacket.

what points did i miss? i think i nailed all of them:
- owning multiple pfas jackets is bad for the environment and makes you a bad person
- therefore my casual rain jacket must also double as legitimate technical rain gear
- no one who makes non membrane jackets makes them in colorful colors
- hardly anyone who makes membrane jackets that qualify as high end hiking gear make them in colorful colors & i am very much so an outdoors person so my choice in rain jacket will always be function over form

they degrade with time anon. a single pinhole in the membrane renders the jacket useless especially in the hood or shoulders. almost all vintage rain jackets which exist have pinholes in the shoulders because they were worn with backpacks at some point.
i bought a dead stock 1980s era REI shell jacket a while ago. never worn, with tags. beautiful bright purple color. applied fresh DWR to it. shoulders started wetting out within about 20 wears. beautiful jacket, completely useless.
