You need to be both SKINNY and ATHLETIC to look good in skinny jeans. This is applicable to both men and women but men are the worst offenders. Guys with my build and lanklets are the only guys who should ever consider wearing skinny jeans.
And you should NEVER go so skinny with the fit that you need spandex in the fabric. If the spandex gives you that last 5-10% of mobility that's OK. If you need spandex to fit in the jeans they're WACK.

let me demystify this for you and why it looks bad:
men either have legs shaped like 2x4's (me) or chicken drumsticks (guy on right in your pic) part of it is fitness level part of it is just stuff like how long your thighs are. note my comically long thigh and short shins. i'm conscious of my body type and dressing for it. the guy on the right is not, and following a (former) trend.

guys with drumstick shaped thighs who want a skinny/slim looking cut should steer towards cuts that look like "slim straight" "natural tapered" and "tight straight" basically ones that hug the thigh but don't have an incredibly strong taper ratio below the knee. a little bit is fine but too much gives chicken-leg proportions.
and guys with 2x4 thighs can wear basically anything on there. tight taper and narrow taper only if they're super lean or lanky. but they will look worse in straight cuts than chicken drumstick thigh guys.

1980s and 1990s wrestling promo videos are actually a great source for inspo pics if you want to see skinny cut jeans on gigachad muscular body types done right. IMHO.
