IIRC (I can't find it right now) it's ten years STARTING ONCE A WATCH IS DISCONTINUED, which I think is an important caveat.
And it's also a little overblown because parts are used across many different models; and it's not like they just chuck parts in the garbage.
It's more like, after ten years, we cannot guarantee that we'll be able to fix your watch. Maybe we can, maybe not.

I think the more important part of Seiko's service is how horrifically bad the service actually is. You don't just get a reputation for massacring people's watches out of thin air.
Personally, if I had a Grand Seiko that needed a little service, I'd just as soon sell it to someone else, rather than risk paying hundreds of dollars to get my watch back damaged and less saleable than before.

I looked into this and it's an outlying case. The watch he had was a hi-beat 61GS and the 'mainspring broke'. What he failed to mention is that you can't replace the mainspring at all as far as i can understand, you have to replace the whole barrel. All he had to do was find another 61GS with a shot case (they go for under 1k) and replace the barrel. It took me half an hour to research this while his so called 'skilled third party watchmaker' wanted to find a Swiss replacement mainspring. Strange article this, many holes.

The mainspring was made too long and too thin, causing amplitude issues.

It's because they tried to increase the power reserve without changing the fundamental architecture of the movement. The Powermatic 80, for example, increased the power reserve of the ETA 2824 that it's based on by lowering the beat rate. The Omega 8900 and JLC 751 movements went to a double-barrel setup. The Omega 8800 went with a physically larger barrel.

You need a trusted watchmaker that has experience servicing Rolex watches if you want a vintage Rolex serviced with care and proper handling of the vintage parts. A competent watchmaker will be able to source parts for you.

If you send a vintage/old Rolex back for service things like hands and dial will be replaced if deemed bad by Rolex. So, any patina on the dial that has been on the watch for the past 50 years is going into the "fuck it" bucket.

Rolex being a tool watch is sadly a thing of the past. Now it's a flex statement for break out SoundCloud rappers and people who only recognize it as a piece of jewelry instead of a time piece.
