Uniqlo will have everything you need for the inner layer, but I'm not aware of any brand that sells suits cut like that nowadays, let alone linen ones
maybe Suitsupply can get close enough if you spend ~€6-900 on a made to measure suit based on one of their existing models, but a number of details are going to be different, mainly the exaggerated (by today's standards) shoulder width and padding and the height of the lapels' notch
another thing to consider is that Don Johnson is built like a fridge, so unless you're built the same you should wear something in the same style, like a dated-cut, solid pastel color linen suit, or even just a jacket with jeans, paired with a solid pastel t-shirt or other casual short-sleeved shirt underneath

Regarding the pessimism: unless you're going for Tubbs' style I guarantee you that you'll look almost like those guys with the drive jacket, it's certainly hard to pull off. It's very much fun if you do, and I mean that I probably look like a huge dork in my vice fits, but whatever.

Conversely, some linens e.g. Irish linen - can be extremely thick, dense, and heavy.

By the time seersuckers in modern cuts became fashionable in the American South, the Second Industrial Revolution was ending and WW1 was about to kick off.
