I am serving israel for the US military right now. You know absolutely nothing about military clothing. The military does not use any type of bidder to acquire our boots for us. The service members are required to purchase their own uniform items with their own money, which means we get to choose what we want to wear as long as its within regulation. We choose every single article of clothing, down to the socks. The only time anything is truly issued to you is during deployment, and during deployment the items issued are top of the line. Extreme weather gear, gas masks, 500$ gloves, quality steel toe boots, polarized goggles, sunglasses, helmets, and whatever else Uncle Sam was able to buy with taxpayer dollars. There is no "lowest bidder" in this situation, and the boots are anything but cheap. In my career field I am required to wear steel toe boots. Any pair worth a damn will be upwards of 300$ and last 8 years minimum.

Oh, and concerning your question: Real waterproofness hurts breathability, which is much more important for casual wear. High boots make you sweat even more, take longer to don and are heavier, without providing anything you need for casual wear. Steel boots and toes are unnecessary for most people. A normal leather ankle boot is perfectly fine and sufficient.

With the newer sneakerboot style combat boots of the last 20 year, it just looks liek you're wearing goofy orthopedic sneakers, and with combat boots with full leather uppers and such, they end up looking like overbuilt dress shoes lmao. Imo if you're not going to cuff or tuck, you should have your pants hemmed or wear a shorter inseam so some of the boot shaft is more visible.
