I don't know when looking fashionable became divorced from looking good, but we're in the peak of that.
People who are into fashion (not the ones that sell their image, those have to be attractive) will just wear garbage that doesn't fit as long as it's from a big name brand, and those big name brands are actively mocking them (designers that wouldn't dress in the shit they sell, selling garbage bags as attire etc).

Zoomers think they're coping early 2000s fashion, but they're not. 90s and early 2000s had people on average pay much less attention to their appearance than they do now, or be less conscious about what they wear.
Young people (myself included) wore loose clothing because it was comfortable, associated with rap and not caring about appearance, as well as some of them just wearing hand me downs.

No one consciously was wearing those things to be aesthetically pleasing, and in fact if you wanted to look good (formal occasion, date, professional setting) you went back to wearing well fitting clothes.

Bad boy characters that are supposed to be maximally attractive in movies wore fitting clothes. Similar for hot women.

The problem is that now people are wearing these clothes actually thinking that it makes them aesthetically pleasing just because they got caught in this bubble.

A fitting henley will always and forever look attractive if it's not on a midget goblin like the OP picture. Why? Because it emphasizes what makes men primordially attractive to women.

Similarly, fitting pants (not skinny necessarily) will forever be attractive because they emphasize things that are sexually and reproductionally important to us. Women especially, there will never be a time where a man will be disgusted to see a woman wear tight clothing around her thigh and butt area.

This has always been the case, the more you got into fashion, the weirder your outfits and the less wide appeal they had. This happens with every hobby; music, painting, movies. The more you are into something the more niche your taste.
The thing is due to less information very few people reached that level in prime millennial years, nowadays the majority of zoomers are somehow fashionistas with a more developed style that goes way past just 'looking good'

Nobody thinks this, everyone is aware that the neo-y2k trend isn't directly copying what people wore in the 2000's. The trend distillates traits from movies, TV, advertisement, etc and adapts them to the current macro and micro trends.

Again missing the point of zoomer fashion. Hot zoomers don't dress in what makes them the hottest, they dress as tastefully 'bad' as they can.
The premise goes along the lines of 'I'm so hot and cool I can make this dumb ugly shit look good' . This is why many things that were previously considered uncool like anime tshirts, dad shoes, workwear, etc have been trending.
Of course this doesn't mean people are just wearing the ugliest shit they can find, there's still some thought process to make it look somehow pleasing, there is some post-irony in there too.
