My best tips for "approaching" in college was to sit somewhere and wait until someone sits next to me (because there's limited seating) and then ask them something and make some comment and see if they're in the mood to talk by how they reply. Sometimes they'll be standoffish but in a few days they'll say hi out of the blue and talk to me.
As for approaching in other public spaces, I think it's best if you talk to groups rather than people who are alone because they'll be less creeped out if they outnumber you and there's more chance someone in the group is outgoing and will hold a conversation. Theres many more reasons why selvedge is more pricey, but thats beside the point. Women have eyes for detail and can tell if your jeans or boots are legit as fuck and that when placed adjacent to a pair of levis and timberlands, they can tell you spent some serious cash on it.
Overall, there are way more important factors to be able to attract women, but in terms of style I don't think trying to go way over the top is going to do anything. That's why I see it as a better choice to wear the classic staples such as jeans, leather footwear and button ups, but to do it right by buying the best quality you can find.
