In the very late 00s and early 2010s it was popular to wear short shirts and sag below your ass, and guys specifically wore boxer briefs with colorful patterns on them. The point was to draw the attention to their boxer briefs, for the shock value, to mess with the older generation etc. Degenerate af but that was the point. You actually see it today too but it's mostly an African American or ethnic thing in certain metropolitan areas. Guys buy Ethikas, PSD etc boxers with crazy patterns on them and sag in a way that makes the boxer briefs visible, which complements the entire outfit.

The reason sagging is hated on so much is because you have to be attractive, young and confident enough to pull it off. And most people are not all those three things. There's no denying that when done well, it looks sexy as fuck.
