By doing a lot of research and getting to know the brand and the watches they produced. Seikos for instance all have their reference number on the dial under the 6 o'clock marker and you can work from there.

Not that important, it matters more whether it has been serviced recently or not.

Not much to be honest. Mechanical watches, especially older ones, aren't that accurate to begin with, generally they can be brought down to around +/- a minute per day i would say, that i would consider acceptable. I haven't checked mine yet because i rarely wear them.

Anything as long as the dial and the case are in good condition (steer away from bad discoloration on the dial, uneven patina, banged up cases or worn off plating).
Known brands are a plus but if you only focus on that you'll miss out on a lot of interesting watches.
Don't buy watches that don't work, they will cost a fortune to get them running and sometimes, if the movement is an obscure one, they won't have spare parts to be able to repare it.

If the dial looks impeccable compared to the case, it's almost certainly a reprinted dial or a new one. Vintage dials can look good but they are never perfect. Look at the indexes, the hands and the dots on the face of the dial, they should show the passage of time like some marks on the dial and indexes and darkened dots.
For the movement, if one part looks unusually clean compared to the others, then it's probably unoriginal. Ask for the caliber reference and photos and look on the internet to see if everything matches.

Both great pics, Eterna has made some incredible and reliable automatic watches from the 40s up until the 70s. Doxa also made some great dress watches too. Both thoses watches can be purchased under 300$ serviced if you get a good deal on it and spare parts are available.
If the seller is a professionnal, ask him a picture of the watch on a timegrapher, it should give all the informations you want accuracy-wise. You should be able to have +/-30sec if well serviced and regulated.
If you buy your watch comes from someone that isn't a watchmaker and claims it was serviced, ask for the service receipt. If he doesn't have it, the watch was 99% not serviced. If it hasn't been serviced in a while, keep in mind you'll probably have to have it serviced and it'll cost a few hundred.

I'm missing so much informations but really when you stumble upon something you like, look on the internet the brand, the caliber and similar models to get as much knowledge as possible.
