I understand your point. That within the original creation of the artwork Kramer was not meant to be fashionable or look good. However the intent doesn't matter now or ever. Within the greater social and cultural developments of the world Kramer is now absolutely fashionable to people of our tastes. I.E. counter culture young adults who ironically think that suits and higher class is high fashion due to street-wear inspired fast fashion becoming the norm. Kramer was not MEANT to be effay, but that doesn't stop him from BEING effay to our modern sensibilities and taste, it may be goofy for those not aware of the scene and culture to question "Why do people idolize the comic relief character of Seinfeld's fashion taste" but those in the scene, even subconsciously, understand.
