Do they exist in real life? I know there are a million cottagecore girls on tumblr, but I've never met anyone close to it in real life. Where do they go? If you're talking about OP's pic, the easiest place is going to be Etsy. Maybe start with Hearts and Found, their reproductions are popular. I personally get most of my clothes from randoms on ebay clearing out grandma's closet or at estate/garage sales though. Picrel was from a flea market.
