The problem with folk costumes is they always look retarded

This becomes obvious when you compare them to mainsteam costumes of whatever country.
Folk costumes always have weird gay colours, weird embroidery, weird details and just scream "illiterate country bumpkin".
But in terms of what they're doing they're not different to what the "dominant group" is doing, that is the rich and powerful. They are both opting to wear a specific outfit that identifies them as part of a group and expresses their culture. Except the rich and powerful despite being horrible snobs, have far better taste than the country people.

What's stopping these country people from pursuing a more elegant, minamalist, and less faggy design?
I'm not saying there's anything wrong with being a country dweller, I'm just saying their outfits fucking suck ass

and using the Romans as a good example,
The Romans opted to wear togas, and the senators opted to put a red stripe on their outfit. At it's most base level... the entire reason for this outfit is that it looks cool. It identifies you as a Roman citizen, it's a folk costume.

They could have done something silly like make it all multicoloured, or add feathers sticking out of it, or have random metal shit dangling along it, but they didn't. They have the good taste to realize that plain white looks great and a simple red stripe looks great too.

I can see what you mean in op's pic. I think the man's fit looks great as it is and just needs to lose those stupid tassels. But that woman....geez thats a lot of colors and designs all over her fit.

that was formal wear worn only in senate, and only for a specific era of the republic where public officials were afraid of looking like the old roman kings.
everyday roman clothing was much more colorful and formal clothing regained its colors as collective memory of the kings faded.
